The study focuses on the strategic (versus operational) evaluation of the PWGSC CHCP system in the National Capital Area. The study objectively assesses ownership and operational scenarios, recognizing the range of issues and opportunities affecting CHCP portfolio management, including those scenarios that might give rise to the potential for involvement by, or partnerships with, third parties. DCG served as the project manager as well as the government advocate for this major study.
